Most engagement programmes measure satisfaction and then act on the score. Capacity is the thing underneath both — whether people have anything left to give, and whether they are choosing to give it.
Make sure you know whether the problem is actually the thing you are about to spend money fixing. Measurement should narrow the decision, not decorate it.
Why it persists
An annual engagement survey produces a number, a slide, and a set of actions aimed at whatever scored lowest. It rarely explains why, and it almost never distinguishes people who are unhappy from people who are depleted.
That distinction is the whole thing. Someone disengaged because the work has no meaning needs something entirely different from someone disengaged because they have been running at full tilt for eleven months. Treat them the same and you spend real money on the wrong intervention.
Performance follows the same logic. Sustained output is a capacity question before it is a motivation question, and the two get confused constantly — usually in the direction of blaming the person.
